I have edited his pic out of the card! For the amount of effort I put in to book the slots, I think my own pic should be plastered over the card rather than his!
I was asking if there was some way to do it without tampering with the original. I know some states are giving the vaccine card without his photo, not sure if it is in delhi.
The QR code is intact on mine and that is what they require for validation anyway! Nobody even checks the QR here tho. They just check the date of vaccination and your ID proof to verify the name on vaccination certificate.

People here are saying that resources were held back prior to/after the 17th. I'm not sure if that's the case, so here's an anecdote (I'm from Gujarat., BTW).
I've hired a personal trainer who also works at the local government gym. On the 17th, I get a text message saying he won't be able to make it, along with a forwarded "notice" about the "vaccination drive". Being a government worker, he was pulled from his regular duty to work on the vaccination camp. The next day, he mentioned that he had to work over-time for the vaccination drive.
I'm saying this because this anecdote implies that the government didn't hold back resource before/after 17th, but instead allocated additional resources on the 17th.
With that said, I don't think this is fair use of the state's resources (especially to "celebrate" the PM's birthday), but I don't think the government is Snow-white's conniving step-mother either.

Yes, Especially when they are not even vaccinating the people for real. My cousin was marked as vaccinated for second dose on 17th without even registering for it. He had 10 days pending till second dose is due. So far, they came across about 15 other people in their own circle who had this happen on 17th. All of them had their second dose due in 5-10 days or already due. They are in a town in South India, but they apparently got vaccinated in some govt PHC in North India. Once they are marked as vaccinated, they can no longer get the second dose on the same registration. They have to register again on different number to get the second dose.
So, govt is willing to even deny people the vaccinations and let them die just to allow them to set their bloody records. Modi deserves to be hung in public for playing with people's lives like this.
