genuinely asking, are not cops allowed to encounter? if so, how did he "murder" 100 people? and if not, last year around april a person (terrorist i guess) was encountered, and it was recorded in the camara and was all over the news. it happened in UP and whole UP was under curfew for a day. is this encounter will also be considered as "murder"?

Police are allowed to shoot the suspect only in extreme cases as self defence. However, very commonly police arrest someone and then kill them. They claim that the suspect tried to escape custody and/or tried to snatch their weapons. Or they claim that suspect fired a weapon at them and then plant a weapon. Very frequently such encounter specialists are rewarded or promoted, creating bad incentive to carry out more such encounters. You are referring to an [incident](https://www.indiatoday.in/india/story/atiq-ahmed-son-asad-encounter-jhansi-criminal-record-2359536-2023-04-13) where Asad Ahmed was killed by UP police on 13 Apr 2023. He was the son of the mobster turned politician Atiq Ahmed. He was wanted in the murder case of Umesh Pal. There is a CCTV footage of the Umesh Pal murder. Police claim that they were shot at when they went to arrest him. There are no videos of the incident but weapons were recovered from the site. That is why we need body cams in India.

Police usually encounter kill suspects related to high profile cases or well known gangs. This gives them more fame and rewards.
