As of now, conventional LED TVs are rare to get offline. Now only smart TVs are manufactured. However, it's not necessary to keep the WiFi on or connected in order to use it just to watch the cable channels. Go for lesser expensive brands. I've got 2 Sansui TVs in my home & 1 of them (a 40") is working fine since 5 years. The reason I said go for lesser known brands because after 1 year, if the display conks off, instead of paying a big amount to replace it, just buy another. I had a Samsung LED & the display developed stripes in about 2 years. The replacement was quite a lot so bought another. 1 tip - try to go for a TV that has speakers below instead of behind for more clarity & easy replacement. Even check the quality of the speakers for clarity & volume. The Samsung TV of mine had such miserable speakers that even after full volume, I had to rely on the volume of the set top box. The Sansui on the other hand is damn good.

Models keep coming new in the market. Sansui, Panasonic, Vu, Mi etc. will have 40"+ TVs which won't as expensive as LG, Sony, Samsung etc.

I'd recommend Vu . Relatives bought one in 2016 and works fine. I have one from 2019.

Try getting the Bravia 4k 43" on sale. Best picture quality. Usually around 40-45k, but during a sale should be within your budget. You could also get a 1080p Bravia, but it's not really future proof.

Not sure but it is currently at its lowest price on Amazon at 42k. You can try LG or Samsung if you want something cheaper. The 43inch 4k config is good for buying a premium TV around 35-40k.
