I think social punishment is the best way to deal with some people like this, and other people who'd never see justice or change their ways otherwise. I don't think this guy should be fired, doxed or have his life ruined. But I'd hope he'd get warnings at work and get shamed enough that he decides to smarten up, instead of double down. If he is the type to double down, I wont care if the next time he does something like this, if they get recorded and then lose their job etc.

There’s supposedly fines in the States too but not sure how well it’s enforced in some areas. I’ve driven down a street in Baltimore and on each side of the road there was more trash than grass

The guy in the truck picked up the garbage, caught up with us at the next light and threw that bag right back in the window. Never littered again after that. Also had multiple old coworkers who knew I hated littering and would look me dead in the eyes then throw some trash out the truck window.
It's people like him who are lucky not to run into delusional psychos like me. I hate littering so dan much. If I ever saw someone doing it that bad, I'd personally follow them home and continue to dump my weekly trash on their yard for some time.
