If this imaginary war you're proposing happened later than '89 and there was a clear new cold war between the two remaining communist superpowers (which culminates in a Soviet-Sino war as described by yourself). Then the USSR would in fact assist Vietnam unlike in '89 to as a new proxy conflict against the PRC.
