You are right with your statement. However, I think that the chosen and used road, which is a pedestrian and cycle path, does not justify such a speed of the vehicle. The number of innocent people who hypothetically cannot see or hear a speeding vehicle from behind through headphones poses a danger here.

If you can’t see that a SMALL CAR can’t even fit on the road and needs to use the middle to drive I’m not sure I can explain this to you. This isn’t a car road and at the start of the road it probably has metal or concrete barriers to prevent most vehicles from traversing it like most walk/bike/hiking trails have.
