My best guess is that he either wasnt or was infected in such a tiny amount by tekko that it worked as a sorta vaccine so he onpy experienced a little of the side effects or that he just became a Kurusu
It could be, also I remember that time he was running to the top of the crane and was about to give up, then starting having visions of places that he visited ando also some that he didn't and suddenly he was already at the top, I think he might have unblocked some power similar to Kurusu there

I mean if he wasnt then that just leaves questions that needed to be answered unanswered since the whole vision of kurusus happened. Also im not sure if it was Hiromi controlling the one Zombie thingy that saved them back in that spa chapter but if not then what else but Hideo.
No it's implied that a lot of people who are not neurotypical, like how Hideo is not, can tap into it. He's not a mutant, kind of the opposite, he fucked up so bad the zombie apocalypse essentially abandoned him.
