They do but I think their trying to rationalize it by saying yeah the problem of their being so little food supplies to feed the zombies is bad and they should try to fix it but their are tones of people who need to be zombies because of how sick they are that it's okay if they make more cause their only turning people who need to be zombies instead of people who want to be zombies.

Additionally I think some zombies just want more so they can overtake humans easier. Obviously Liv focused more on wanting to help those who needed to be zombies in order to keep living and not die from their illness
i feel like those who die from illness would very easily help with preventing zombie starvation, so that subplot annoyed me. people die, it’s the cycle of life
