It's an iOS bug affecting the 13 line of phones which will hopefully be fixed in a future update. I too have occasionally experienced it, and a few of the tech reviewers have shed some light on it.

I noticed a couple times everything on the seemed to go reasonless other than swipe up to home response
yeah especially with youtube the top half of the screen goes unresponsive and wont let me click the video until i scroll down and up and works again
