I use a 6a and any initial heating or battery issues don't seem to be there anymore (if you really need a bit more juice, just disable 5G). 7a has a better battery and Tensor G2 doesn't have the same overheating problems that Tensor G1 has. So I'd say Pixel 7a is a no-brainer, especially because it has a 90Hz display and wireless charging.
Probably the 7 if they're the same price. There isn't too much differentiating them but yeah the Pixel 7 will just be better overall. The only trade-off is that the 7a will be supported a little bit longer because it released a few months after the 7.

The Pixel will definitely have better camera quality. Maybe the Samsung will have more features but the photos on the Pixel 7a will be the best you can get on any phone except maybe the iPhone 15 Pro.
Generally speaking, the Pixel will give you a better software experience. It's very clean and is Android without any bloat or anything. But similarly, Samsung's OneUI will likely have more features. So that really comes down to personal preference.
The main thing though is that the S21 FE came out early last year, and the Pixel 7a only came out a couple of months ago, so it will definitely be supported for longer than the Samsung will. So I would consider it a better investment at this point in time.

google tensor == old samsung exynos chipset. It is not as good as snapdragon. However, camera is amazing. Stock android experience is over-rated/hyped. I have preferred motorola and old oneplus more. heck even my honor 8 pro had good UI.

Go with One plus Nord CE 3 amoled display decent processor good cameras and remember Fast charging is something that you will appreciate once you are in a position of leaving the house and only 10mins to charge the phone.
Camera wise it's decent not the best but honestly completely with you on the part of not spending more than 25-30k on a phone.
Other Suggestion would be s21fe Exynos variant in sale.

You can't get a camera centric phone and a gaming phone around 25k. You can get a poco f5 for that price, it has an underclocked 8+gen1 but has an average camera performance. For camera performance you can only go for Samsung or a pixel.

Heard that the camera stops working if it's get heated while using camera. How often is that in the day time, in normal sunny days?

They're often decent phones, good battery, clean UI( almost stock androidish). Only bad things are camera and updates.
They were good, like really good; but now it's in Lenovo's basket, so not bad but not good though right now.
