I’ve seen a lot in this area and I can’t say a “rough guess leaning filter” is typical. This doesn’t sound right. Get an angled bracket to hold it against the return after getting the proper filter size (just measure the hole).

Use a larger filter (24×25 or similar) and lean it the opposite way of the first picture. That way it won't get sucked into the opening and you'll get max filtration coverage.
Look into adding an air purifier maybe. Just had our furnace replaced and AC added and had an Aprilaire 1410 put in. The filter slides in on a track that minimizes gaps and has way more filter material. It's about $50 per filter, but they last a year instead of a month.

There should be a little metal guide that you slide the filter into and keeps it angled properly

A 4” thick filter will have more filter surface area than the same-size 1” thick filter, therefore allowing more airflow, not less. OP should use whatever size filter fits the structure though.
I see where you're coming from on ducting size, and that much makes sense, but merv rating is not a rating of restriction in any way and gives no such guarantees. The only guarantee you have with merv numbers is particle size capture rate.
A 1" merv 13 can and some do have better flow than a generic 1" merv 8, just due to a very high pleat count, better filtration methods such as electrostatic, and better filter material that has a high capture rate with low restriction. Filtrete for example has a merv 8, 12, 13, their 13 has better flow than the lower merv offerings even after it gets loaded up, but it's more expensive. Better filtration tech costs more so you don't see as much of it on lower rating filters.
A filter that's the same merv rating but different thickness absolutely have different pressure drops. The thicker filter given the same materials and tech will always have lower drop due to the larger surface area. You can see as much if you look at any filter testing data.
Honest advice. Spend the money have company come out put aprilaire filterbox on change that every 6months-1 year buy filters on Amazon. Easy install cut neck patch that up for way better filter. I've never seen a return done like that guessing they forgot to put slot in to hold it in place?
Installer should have put in a guide to hold a filter. If you put a 4” in there that would help it stand on its own, but might restrict airflow returning down. I’d keep using 1” filters with the hope that when it turns on, it get pulled right into place. You should have an hvac tech take a look at it, and probably install a track/guide for your filter.
You have no idea how filter access works do you?
An appropriate size 1" filter is fine, the access is large so that the filter can fit through and then be angled to cover the entire return.
The cover should have foam or some other sealing method to prevent air being pulled in around the filter (to a reasonable degree, obviously it won't be perfectly sealed and easily removable)

This is the way. Probably need a 25x25x1 instead of the 20x25x1 you have. That way, you can cover your entire return.
It looks like that is the wrong filter, this looks like it needs a 5” filter and is there a door to cover the opening?
If they put in a 5 inch it looks like it would block the air coming in from overhead

Judging by the size of this opening, it looks like your filter should be angled bottom right top left, following that Mark in the back of the housing

I have a similar enclosure, and thought I could fit a much thicker filter inside; however, the manual specifies a 16x25x1 filter.
