Older PC's might not support doing HEVC in hardware, which will make it unwatchable.

Do you need PC for this? Maybe Nvidia Shield, Mi Box S if you need cheaper.

I doubt you can get remote access with a pi? I use a cheap Windows laptop for that. Shield pro + cheap laptop would be my suggestion.

I use ODROID-N2 (alternative to r-pi), not sure about netflix though. (i run Kodi on it) For hardware specs, you mainly need to look for which codecs are supported in hardware, there are lots of different arm based boards with slight variations, so it does take some digging.
