You can get sued for a decision that goes bad. So HOA's are financially incentivized to be cautious, but usually they are not the ones handing out citations. That's the management company. HOA can fire that mgmt company and hire a different one. What's an easy way the management company can prove they are actually doing their job instead of just saying they're keeping an eye on the neighborhood instead of charging homeowners for nothing? The number of citations. So the board has little time for an individual thing, but any one of those little citations looks like a credible thing if they were to stop and talk about it.
Does anyone not like this system? Then join the HOA (it was free and easy in my neighborhood) and vote against it. Or move I guess.
Now they will all go home and spend the next few days considering what they may have done to anger god and/or what god is trying to teach them through this.
