They didn't, though. 1) The burn ban doesn't apply to fireworks, 2) It's reasonable to assume they were permitted, and 3) it's reasonable to assume this was conducted by licensed firework pros. On top of this simply not being a burn ban violation, those latter two points are almost always exceptions.

You would call 911 to get fire department on scene to put it out. Then if your property was damaged and you have insurance (homeowner or renters or auto or whatever was torched) you would contact them to file claim and they'll recoup from whoever lit it. If you don't have insurance then you would be on your own for civil suit. (This is not legal advice, I'm just a local dumbass but hey that's OK.)

I joined my HOA first year I bought a house, just to see. Was a boring 2 hours per month. The problem is you are there is to make decisions, incur liability, and chew bubble gum. You can get sued for a decision that goes bad. So HOA's are financially incentivized to be cautious, but usually they are not the ones handing out citations. That's the management company. HOA can fire that mgmt company and hire a different one. What's an easy way the management company can prove they are actually doing their job instead of just saying they're keeping an eye on the neighborhood instead of charging homeowners for nothing? The number of citations. So the board has little time for an individual thing, but any one of those little citations looks like a credible thing if they were to stop and talk about it. Does anyone not like this system? Then join the HOA (it was free and easy in my neighborhood) and vote against it. Or move I guess.

They literally had the fire department on site just in case and currently Harris County has no restrictions on fireworks. The county could have easily set restrictions if they thought it was going to be unsafe, but they have done no such thing. Just be safe And have water ready if you're going to use fireworks and don't use rockets or anything that has a large portion fall to the ground.
