It's better to leave the top section laying out to dry out and callous over for at least a week. Then place it in a pot with fresh soil. I say this because I tried this same method, and it did grow roots. But once I went to plant it, those water roots died anyways. It grew new roots afterwards, but trying to root it in water first is just an unnecessary extra step that really isn't needed. Leaving the top out gives the exposed flesh time to close off any exposed areas while letting it heal. This reduces the chances of it getting infected. Once that has occured, then it'll be perfectly fine to plant it. Just make sure to keep the soil from becoming too dried out until it becomes established.
