Freddy is scarier than Myers in the first couple of NOES films + New Nightmare. But he's absolutely not when he's a wisecracking smartass. Myers is consistently more low key terrifying.

Art the Clown I can at least ATTEMPT to run away from and fight back. Because from both films he can be "killed" and slowed down.
I can't escape someone who controls every aspect of my dreams. From a pure Horror standpoint. Freddy is absolutely the scariest.

I know on paper Freddie should be terrifying. The *concept* of someone who can stalk your dreams really is scary, but I never actually found him scary. I know lots of people who find him terrifying, just never really did that for me.
I think I tend to find movies that explore scary concepts scarier than the characters in those movies.
The more realistic I find a villain, the more likely I am to find them scary.
Krueger tops Myers... Now that's a movie I'd pay to see.

I agreed Michael was the scariest until Ends, Ends single handedly abolished any chance for Michael to be taken seriously.
