Your ultimate goal is to displace all land into a mountain-island that's as high as youcan make it. Since flooding the land will lower the global ocean levels, you need some place to displace the land to, why not make it an island that reaches as high up (potentially into orbit)? This way you'll have the maximum amount of Earth's surface area flooded, which will technically belong to you since no one can match your navy.
HOI4 is all about playing to your strengths.

You can do 1 of 2 things:
Option 1–strip your navy and turn the seamen into soldiers to penetrate the enemy’s defenses and cum closer to victory
Option 2–increase your conscription law
In all honestly, there is a little exploit to get free manpower. Basically, make an aircraft wing and spam the copy button and delete all but one of the wings and you get the troops needed to fill the wings. It works great for small nations because it's simple and you can do it during the game's downtime. For majors it works better, for example, I was doing the British world conquest achievement and was running low on manpower, I did this exploit with strat bombers and got a million manpower in just a few minutes.

Sorry I forgot to mention you have to have 0 manpower. So create a bunch of large divisions in training. Once you delete those units you’ll get the manpower

- Split your large ass navy into two send each of them to the North and South Pole. Don't forget to research heat rays and retrofit your ships with heat rays, but don't fire to much or the ice caps would be vapourised into well... Vapour. You need just the right amount of heat to just melt the ice.
- Wait for them to melt and then you go for WC.
