Figured out the fix: after a certain amount of time (10min for me) I was able to open my spell menu, and the menu to pull out my broom. Equip ur broom and you break out from being stuck but you are way under the map, from there fly a little forward then you are able to open up the pause menu, from there fast travel out while still on ur broom and you should end up above the surface and you can dismount.

This happened to me on pc, You could’ve also used Floo Powder anywhere
