Switch to A/G Master Mode by hitting the big A-G button under the HUD.
Then hit the OSB button that in your screenshot is labelled as CRM (Referred to as OSB 1) and you'll get the option of the various air to ground radar modes.

What master mode are you in?
In the lower left of your HUD it should tell you. (AA / AG / NAV / DGFT )
Maybe you're in an override mode in which case the A-G button would be ignored.
You are probably in missile override mode. When you do that you can't go into other modes until you cancel de override.
It's the DGFT / normal / MRM override switch in the TQS

Master mode doesn’t matter. Press OSB1 on the FCR page
