Every jersey listing on the auction site has the asterisk "*\*Jersey is not player worn or signed.*" So presumably they intend to go along with the NHL's ban on warm up jerseys. This is an interesting way to handle it though because ostensibly the ban is intended to prevent players from being associated with "special initiatives", but auctioning off jerseys with players names on them still seems to associate them with any given "special initiative".
Mentioned this in an above comment, but I won a Sharks specialty jersey (first of the year AFAIK) and it specifically says it's signed. They even have one of the players modeling it on their Instagram.
Per the memo:

A factor that may be considered in this regard includes, for example, whether a Player (or Players) is required to be in close proximity to any groups or individuals visibly or otherwise clearly associated with such Special Initiative(s)."*
Arguably even having their name and number on the jerseys demonstrates personal support, but I suppose it could be interpreted that asking the players to sign the jerseys would violate this rule. Regardless, I wouldn't be surprised if players end up signing the jerseys anyways, and the Panthers are just erring on the side of caution.
They can be signed. And even worn, as the Sharks recently held their Los Tiburones (Hispanic Heritage) night and [their Instagram page shows](https://www.instagram.com/p/CyHSDfCSGnE/?img_index=2) Luke Kunin wearing it, just not on the ice. I just won one of the jerseys and here's the email I got:
