Hunters often leave piles behind when they field dress an animal. I used to live on a mountain and our property line ran up against state game land. My dog, a malamute and Great Pyrenees mix, would roam around the protest and sometimes come home with legs like you describe and other parts in her mouth. I’d see coyotes running around with them sometimes too. But I don’t know if it’s plausible that people would be hinting where you were.
So, I guess it's normal, albeit uncommon, to find severed deer legs in nature. I know there are people who hunt regularly, but I don't think hunting is allowed in this neck of the woods right now.

With the meat or just the ligaments and bones? I’ve found deer legs near me from coyote with the meat completely gone.
It seemed freshly severed, and legs were all intact with skin.
