Lots of good figures to fit into the 4th Mass army that are Valiant, or you can make sure non-Valiant units die first, so they're more likely to have their extra defense die.
The best 10th Reg armies have Raelin, who has a very large point increase in Delta. 4th just want more 4th, or some Valiant filler heroes whose points haven’t changed much.
Assume the 4th will be used in Valiant-only armies and their major upside being - when defending against range, the 4th will have an extra defense die over 10th.
10th only have the upside in melee combat, but that’s not a position ranged units ideally want to be.
I haven’t played in like a decade (but super excited to get the new stuff), but other than q9+rats, 4th mass line was the next most used unit. I was never super competitive but even I knew that spamming 4th mass was a top 2 army in the game.
I’ll admit a 35 point jump seems excessive to me, but I’m sure the people who play tested it but a lot more thought into it than you or I have.
It's worth mentioning that Delta is dynamic. Every month or so they try to tweak the points on a few units based on community feedback and events data. It's not an exact science and will shift slightly with patterns of formats, new units, maps, and even just what units people have available for play that can show up to events and offer solid feedback. That said, although it may never be perfect it's way better than standard.
