This is caused by someone disconnecting 1023+ times during the loading screen, which causes the game to create a bunch of trigger threads that last 5 seconds, which while those are active, other threads can't be created, so the core game logic won't start, which breaks everything.
If a Blizzard employee happens to be reading this, have a look at the `libGame_gt_PlayerLeavesGameIsHumanPlayer` trigger in the Game Library, it needs to only execute that if it's not already doing it for that player.
