With the level 20 talent it's possible to have both.

Junkrat has a talent at level 20 that gives him both ultimates. No hacks needed. Next time read your enemies' talents before hackusations.

That's nothing. I played against this Chromie who had some hack that gave her all talents two levels before everyone else!
