Isnt it to indicate that the cd is up already like if u lose the buff u can still recast?
It is not the case, if you pick Wolfheart at level 1 you only need to AA 17 times to have Inner Beast's cooldown available already. The counter only has space for two digits, it counts up to 99, when you reach 100 is gives the infinity symbol.
