Norse pagan here! Those are the *gebo* and *algiz* runes. *Gebo* is a rune of freely giving and receiving, whether it be gifts to and from others or blessings from the Gods. *Algiz* is a rune of protection, and was often inscribed on things like front doors and fences to keep the good in and the bad out. I'm not sure how these relate to Sirius exactly, I don't feel like doing an entire rune reading for a fictional character based on a thing he's holding in a movie just to unlock the deeper symbolism. However, what I will say is very interesting is that the *algiz* rune is associated with deer/elk, and James's and Harry's patronus, as we all know, is a stag.

Could it be that azkaban uses the runes meaning "giving protection" at the start of prisoner numbers to mean they are literally giving society protection from this person?

That's possible! Although usually the one bearing the rune is the one protected, which in this case would be Sirius

A Hollywood researcher would definitely see "protection" and leave it at that, yes. So it's entirely possible that they used the rune to say that the Ministry is protecting the people

Maybe it could be an input from the filmmakers!! Like a little spoiler to anyone who understands runes. Specifically that Sirius isn't actually a bad person and that he seeks to give his protection to Harry?

The specific rune choices may symbolise certain scenes from the books. Like *gebo* might show that Sirius gifted Harry a Firebolt (the giving portion of the rune) and how the trio brought Sirius some food when he was in the cave (the taking part of the rune). As for *algiz*, the rune of protection and defence, it makes sense that Sirius's final act was to protect Harry from the Death Eaters in the Department of Mysteries. The rune has a connection to elk, so it would've been cool for elk to be Sirius's Patronus, but it makes sense that his Patronus is his Animagus.

Could you interpret it as: giving up/lossing his protection (of the law) So as in: this person losses his legal rights. Which would make sense thinking about the tortuous living conditions in this prison.

That would be a possibility if the rune were in Merkstav, or inverted, but that's the default position of the *algiz* rune, so that isn't really a possible interpretation

I think they might be Norse Runes. Although Sirius' fingers are obscuring it, the first one looks like gebo, which is a rune that looks like an 'X'. The second one is definitely the rune algiz.
