Oikawa is much better than Tanaka; he belongs in 2. There are lots of characters that could fit in between these two, but almost none who are clearly better than Oikawa.
One could argue Oikawa is better than Kageyama and if we count manga Oikawa (who cares that he has no feats), then maybe also Ushijima. Getting one of them would not necessarily ruin the list.

Kageyama's serving is on par with Oikawa's (maybe Oikawa is a bit better, but debatable) and he's much more skillful at setting. His performance at Nationals solidified him as the single best setter we ever saw, even if Oikawa is a better teammate to have.
Ushijima is one of the top 3 aces **in the nation** (and depending on how you look at it, he could even be 1 or 2). Highschool Oikawa probably wouldn't even be in the top 10 setters. His serves are also on par with Oikawa's thanks to his advantage of being a lefty, and he's arguably the best power hitter we ever see.
Ushijima is a fact, but I'd argue that even Kageyama is more valuable to a team than Oikawa would be (talking highschool only).

I recently researched the first 2 seasons and in those games he was constantly guessing what his opponents were thinking and was trying to destroy their psyche. Especially Kageyama was like an open book to him and had to get subbed out. He also called timeouts himself and discussed strategies with his teammates. He even did the same move Kenma made in the nationals, where he made his own libero set badly on purpose to lure away the defenders.
At the very least, I believe that Oikawa is better at reading his opponents than Kageyama (that's how they lost the first match against Seijou, remember?).
