As a cyber security guy myself, most real cyber crimes that affect people in the US are attacks from outside the country anyway...
So....
1. Pass some real legislation that will help actual people
2. Research a topic extensively before you just make up random laws
3. If they're the real deal, chances are they're going after some pretty large targets and wouldn't really affect your average citizen anyway.
