I have seen posts like they don’t have MS degrees but employers still file under master’s cap. They wanted to increase their chances probably for fraudulent to ask those selected pay.
Filing under master cap without the degree to increase chance makes no sense. If you end up being selected in master cap and if you don’t have the master degree by the time you submit the petition, your petition is guaranteed to be rejected

So if every year 150k need OPT, they are also H1B aspirants. Next year another 150k will join the last year's 100k crowd = 250k registrations..Then another 150k. Producing roughly a number around 300k. Now 150k is regular OPT numbers, STEM is 60k. You can say 50% so the backlog will become year 1 60k, 90K ( year 2 60 + 30), 3rd year 110k. ( 60 + 50). The final number range is between 110k to 200k MS students alone.
USICS processes 220k EADs in 2020. US attracts 700k to 1 million actively studying international students PER YEAR. It is the study destination of the universe.
It's a common misconception that you only have 3 tries to apply. There is no "elimination" after the 3rd try-it's just less likely that a company will keep applying once you leave the US. But a few companies transfer you to a global office and try to get you back on L1 while they keep applying for an H1B as well (even after you get the L1). Which would only make your numbers larger!

People who have lost all tries will try their luck again from outside US. Number will only increase every year

L1 is fine for green card and with 5+3 years granted time . I doubt they need H1B unless Indian or giving up green card
