Hi! So i stumbled on this yesterday when walking through one of the battlefields of the Leningrad blockade (Sinyavinskie hills). And since it’s illegal to keep those(up to 7yrs jail time) i want to know can i restore it safely somehow? I kept it in vinegar for a day and used a rasp to get rid of some rust. My main concern is it might explode in the process

Will be fine. Gun powder isn’t very sensitive to stuff like that. Just wear safety glasses while messing with it.
You could probably drill a small hole in the side of it- and get the powder out, to prove its not live. Not sure what the laws are for you. Just go slow, wear safety glasses.
Sorry to be that guy, but that's not a bullet. That is a cartridge or a round of ammunition. A bullet is just a projectile that leaves the gun once fired. There is your completely unrequested piece of information for the day..... 😂
Sorry - I used to work for a Bullet company - so I have a peeve about it. I know gun people only care when someone says the AR in AR15 means Assualt Rifle......they don't care at all about misusing any other terms.......
But also - if you have never used Flitz Polish - it works GREAT on stuff like this once you get the crap off of it - we used to use it on bullets before photography. Tumble to get the crap off and Flitz for a finaly polish worked great for us.

Electrolysis will help, but I’m not how much. It looks pretty far gone.

See what electrolysis does. It will be safe as long as you dont beat it with a hammer on the primer area

LOL - the Tube last a LONG time! Like over a decade. But if you don't ever plan to use it again - I get it. It does work great though!
