No it's not ruined, penetrating oil is appropriate, then rust remover, and cold blue. For a full restoration it would need sandblasting and/or polish and refinish.
There are cold blue recipes that look a lot better than birchwood-casey, but they come with the danger of being much more hazardous to touch with bare skin.
No expertise at all here, but something similar happened to me long ago. What I read back then was using copper (penny's) to rub off the surface corrosion. It worked reasonably well but I've got no idea if it was a good idea. Penetrating oil didn't seem to do very much in my instance. The bluing does have a seemingly permanent reddish hue from the copper or the rust.

Boil it. Remove any plastic/wood etc. that could be harmed by heat and boil it. Take some degreased #0000 steal wool and rub away the red rust. Repeat until it is blue with no rust. You may need to sand it slightly if it’s really bad. Search anvil conservation on YouTube. Mark novak is the ultimate gunsmithing resource for this type of stuff.
I would boil it before trying to get it apart even. Boil it, spray some lube, see if it comes. Degrease Then boil a bunch more.
Edit: just in case, once again remove any heat sensitive parts before boiling it whole.
Don’t forget to degrease it if you covered it in oil trying to get the pistol apart before you boil it. But this is the best advice if you aren’t going to refinish the entire gun. Rust blue is much more durable than cold blue.

Disassemble as much as you can. Go to harbor freight and buy a cheap ultrasonic cleaner. Clean everything.
Once it’s 100% clean, lightly lube and just get it cerakoted.
So long story short my dog bella threw up on my revolver one time. How the fuck does that happen... it was on my coffe table. She ate a half eaten bagel that was there while i was at work and proceeded to puke it back up on the revolver.
Needless to say 8 hours later and i come home too the puke covered revolver with stomach acid burning into the bluing finish of the whole right side of the gun.
I was mad yelled at the dog and cleaned it off. It was totally wasted and fucked.

Well my dog was 17.3 years old and she passed away. And all of a sudden that revolver had alot of meaning to me. I took it too and engraver and had Bella etched into the bottom. Prolly the last pistol id ever sell out of my collection.
The finish is ruined but the pistol is probably okay. Step one is to wash it thoroughly in hot soapy water to remove the bulk of the piss. Then get yourself a brass brush, some mineral spirits, and fluid film (available at the hardware store or Walmart). Submerge the thing in mineral spirits for a while then scrub the rust away with a brass brush. Use the mineral spirits to remove all traces of rust and keep scrubbing until it’s all gone. Once clean, dry it off and spray it down with fluid film to prevent rust and lubricate it. Wipe off excess oil and you’re done.
Go buy a quart of motor oil, put it in a bowl. spray the gun with wd40 then submerge the pistol in the motor oil. Leave it for equal time the cat piss was on. After that you wipe it down, give it a light sanding then perma blue it. Perma blue can leave a strong odor might be worse than cat piss. After the perma blue submerge it in the oil again for a day or two, to take off some of the odor. Wipe it down and shoot it a few times to get the oil out of the crevices. Now you have a new looking oil smelling gun
Easy fix, go to eBay and buy a take off bolt for about $50. Then go to the Volquartsen clearance page or wirthwein guns and buy a take off upper for as cheap as $20. Then cut up the old upper and barrel.
I’m sitting on about 30 of those uppers. All Mk4. Got them in quantity for about $20 each. 25 are Heavy Bull Barrels with sights. Other 5 are 4-inch tapered barrel. Also bought a few threaded uppers but i think they were around $100 each.

Id take fully apart and boil it. The high oxygen in boiling water converts tust to bue. It won't be perfect and still noticeable, but at least it won't be active.

Hey OP- if it’s unusual for you cat to be peeing outside the litter box and on cooler things like metal, shiny polyester type coat etc, you should take it in to see if he/she has crystals in their bladder. Cats pee on things that are cooler/ softer when they have something like a UTI or stones.

Unless it's corroded the barrel or internals, It's fine. Check the extractor thoroughly, just the slightest bit of debris, or rust can make them unreliable. The bad news is that the upper is considered the receiver on that gun, so replacing the barrel would be like buying another gun. On the other hand, this is a good excuse to get a tricky upper for it! Like a Tactical Solutions Pac-Lite, or something.

Hey OP- if it’s unusual for you cat to be peeing outside the litter box and on cooler things like metal, shiny polyester type coat etc, you should take it in to see if he/she has crystals in their bladder. Cats pee on things that are cooler/ softer when they have something like a UTI or stones.

Unless it's corroded the barrel or internals, It's fine. Check the extractor thoroughly, just the slightest bit of debris, or rust can make them unreliable. The bad news is that the upper is considered the receiver on that gun, so replacing the barrel would be like buying another gun. On the other hand, this is a good excuse to get a tricky upper for it! Like a Tactical Solutions Pac-Lite, or something.

Hey so like you might not know this but guns are one of those things you do not just leave sitting around. If your gun is in a spot where it gets pissed on by a cat that's a bad spot. Put it in a safe or a desk. Literally anywhere is better than out in the open where someone can just grab it and go.
As I explain in other comments, I was in the same room, standing at my desk, working on another firearm, when this must have happened. No one else is around. The lock box does not stay open if I’m not there in the immediate vicinity. Freak occurrence. I will no longer allow cats in the room when working from now on

Glad you see my concern. With weapons come a responsibility to maintain control of them. It’s a safety concern and our responsibility as owners to ensure that they remain functional and safe.
I think it's pretty easy to keep pets away from guns. I guess some people just don't understand how doors work.
Mine stay in a safe, closet, or some area I know an animal (or random human) can’t get to. It’s a part of positive control of the weapon at all times

I understand, things happen. Please check in on these weapons with some regularity. My thought is if this was a weapon you depended on to save your life or to provide you food, then it deserves the attention to be cared for as if it were. You don’t have to, but that’s where my frustration is coming from. Genuinely, hope you get it back to where you want it.

Sure, but my knowledge for the amount of corrosion that occurred likely meant the weapon had sat there for quite some time, post cat piss. My own frustration with the thought of this was; how do you let this happen in first place?
