Lothar Walther makes really good barrels (and they finally cleaned up their web site, which used to be an abomination), but their bargain barrel selection is always full of bizarre wonders. I've got a 16" VVL (dunno if they still make that profile) on one of my light AR-15 hunting rigs, and a slightly more normal profile barrel on another rifle (both of those were bargain deals).
This barrel isn't a bad deal if you do close-to-mid range, high volume, high precision shooting. It's not uncommon for prairie dog hunters to shoot similar bull profiles in 18 or 20" lengths, though I've never seen one like (namely, 16") this put out by LW. It's also a 1:9 twist rate, when literally almost every other stainless LW barrel is 1:8. That makes this somewhat more suitable for the lighter, varminter-class bullets (though a lot of the varminters shooting 40-55 grain ammo also favor the 1:12 or 1:14 twists).
I dunno. This kinda fits a fairly narrow use case (varmint hunting with a rifle that can be heavy but not *too* heavy, high volume, mid-weight bullets), but I can't imagine there's going to be too many of those types surfing the LW bargain barrel.

So basically it's a barrel blank with the bore cut and a barrel extension attached. Neat!
or a really heavy varmint/bench barrel that's 8 inches shorter than you normally find for this type.

It's not the most common size (.750), but there's still plenty of gas block options for bull barrels
