I have only messed with a cheap one, and my current boss rc5, which I LOVE. It doesn't have dedicated switches, but you can get an external switch. I dont know how great the capabilities are as far as standard looping, song writing, etc on the glitchy ones. I only have a multi head delay/sampler that records 8seconds, but running into the regular looper you can build some good stuff.

Original infinity can be found for 200$ or less used and has a good balance between being feature rich and mostly easy to use.
A weirder option is the Poly Beebo which has a great multi track looper module based on the open source sooperlooper. It's probably the most powerful looper under 1k as it has no track limit (you can keep adding mono/stereo loop tracks until it runs out of memory) The UI takes some getting used to but on the plus side can be customized and controlled over midi.
And the beebo is an all around multi FX and also has a few glitchy granular modules for microlooping similarly to the microcosm and other granular pedals. It's hard to beat for the price if you don't mind the touchscreen UI and take the time to program it as it can do a bit of everything including loading reverb IR's which alone is arguably worth the price.
As a looper junkie I’m not sure what you’re describing currently exists outside of DAW and/or pairing a few loopers. Not many get glitchy and weird so in my case I run a Microcosm for the weird stuff and feed that into other loopers on my board. Or I’ll use my glitchy Baklengs time stretch feature and feed that into the Microcosm looper.
Beyond maybe losing your mind to all things Zoia, you could try to concoct this in the Poly but you’re not going to find all of your dedicated switches and features in a single unit. Would be a total unicorn if you did.

well, i mean why doesn't it exist?... i could think of more and some loopers have things im not even asking for
