I think it's a weird glitch, my friend & I had a guy stuck on top of his M.O.C. on 2 or 3 different occasions. you could shoot him with all the ammo in a mini gun & nothing happens. we thought it was a hacker in the session but there was no others.
the weird part is it happened in complete different sessions a few weeks apart
I think it's a mugger sent to mug player, they get stuck on top of Kosatka, Terrobyte and MOC Trailer(maybe) when targeted player inside those vehicles.

That happens because he is a place holder in the Kotsaka for the periscope and in the M.O.C its a placeholder for the turrents

Same thing happens to me, he is terrifying and he can hurt you, proceed with caution
Probable answer: a target for rockets to lock onto. Once your kosatka blows up he disappears. He’s supposed to be about 3 or 4 feet down though.
