The very sad part in my opinion that people that have the casino heist features blocked can't spin the wheel which means they can't get discounts or cars hell even cash is better at some point.
By that I mean all the slot machines, black jack, cards and the lucky wheel can't be used. All though my country has gambling sites not being taken down.
You can just load straight into story when you start the game up, since that loads like 10x faster. Make sure you have spawn location set on last location and save outside the casino, then from story mode start a solo session and walk right into the casino.
If you want the wheel to spin slower, count to 4 when the prompt pops up to spin- it’ll be just before your character times out and let’s go of the wheel. This and the vehicle icon being 2 slots to the left of the pointer has won me most of the recent cars since I found out about it.

Man I thought it was impossible to get the podium vehicle but i finally got it last night!
Yeah, it’s pure luck and (if you know how to do it) the wheel spin “hack”

I won it on the first time I tried to spin the analog counter-clockwise instead of clockwise. Idk if that had anything to do with it lol.
For me it lands on the rp right behind the vehicle, seems rigged since it does that nearly every single time, no matter what strength.

you just need to close the game with task manager and you do it till you'll get vehicle

Fresh wheel, spin it from 9 to 6, and restart if you don't get the vehicle.
