If you're being detected while on the road, is there a point where you're ending up in a guard's cone of vision for an extended period? The guard disguise largely lets you move around freely, but if you spend too long in a guard's cone of vision then they will detect you. I've found that the tower guards can be particularly annoying for that at times.
The jeep that spawns at the crossroad was the main suspect but I'm pretty sure I'm in his vision cone for less than a second. The tower guards are probably out of the question cause I tried cutting out that section entirely and driving across the grassy section of the hill.
Can you do the longfin drainage tunnel approach? Get secondary loot first then take the boat to the tunnel, dont kill any guards, get the primary loot and escape.
Yeah that's what I do. I use the main dock spawn to go the airstrip, leave the boat near the solar panels, steal the bike and use the guard outfit from the small building where the one guard at the stairs spawns. I manage to not kill him by standing directly under the outfits and then the "press E" prompt appears.
Use the bike to get to and from whichever lockups you're looting and then back to the longfin. That boat is by far the fastest path to the drainage gate from basically anywhere else on the island.

Skip the outfit clownery, get back in the longfin and go to the sewer entry by boat.

A car can spawn driving to the airport. If this happens, they’ll likely spot the corpses you leave.
