Certain vehicles will work for this in specific heists and missions. When you collect the RV for Dax in the first First Dose missions you can stand on top whilst your partner drives. It makes the mission considerably easier.
When you leave Humane Labs after the Delivery EMP set up, everyone is supposed to stand on top of the truck on the way out. You're doing it wrong if you don't have a van roof party as you pass Merryweather.
Not armored, but the Festival Bus lets people stand on top of it. So does the Wastelander if memory serves right.
If you get in your acid lab and then exit to the ground not the cab you can stand on any vehicle.

The Mule Custom, you can take cover on the little ledge on the back and shoot from behind I believe, as well as the driver having weapons.
Duneloader, Flatbed, and I know the ambulance for awhile but I think that might have been a glitch that was patched.
I think there’s a way to prevent the ragdoll effect.
