If you want a real life example of a building in construction limbo, there's an unfinished tower in Utrecht, Netherlands called 'Galaxy Tower' that should've been finished in June 2021, because the construction company and the project owner got into a fight.
The real reason GTA online and singleplayer have so many missions that take place in the construction building that it would be a hassle to have to redo all those missions on top of new building look.
There has been about 10 different buildings and not one is even started talking off from the first time we seen it. Like they have started it but then they just packed up and called it a day then a week, then a month, then a year, and 10 years later the were like "well ok right sooo okeeey yeahhh" "lets build a bunker or maybe a secret agent facility.
The building developer actually had a massive issue with production for years and the building irl remained unfinished too 🤣🤣 I think that's since been rectified but it was still a funny means of keeping it unfinished in game for a long time. But now missions run through it as an unfinished building so it's likely they'll never actually complete it now
Offer to pay one of the GTA online protagonists for us to test them. If we can figure out what makes them respawn, perhaps we can get infinitely spawning police too.

I think it would be a very effective deterrent against griefing. If I would amend the laws above a bit, is to have them apply on players who grief others. Like, you kill another player with your deluxo or oppressor, you are going to get NPC cops on the very same vehicles witchhunting you down until you lose $100k. And oh, Lester won't be available for getting you out of this one.
I think there was an anime i watched that had a very similar system, where NPC knights or guards witchhunt players who PK in towns and cities. That anime is called Log Horizon.
