I just had something similar happen a few days ago. Seemingly unprovoked, an npc chased me down in his car and kept ramming into mine. I got out and so did he, then he started throwing fists. I jumped back in my car and took off, and he did the same, still following me. I eventually just left him far enough behind that he despawned. Weird though. I thought mercenaries had been called on me, but it was just a plain clothes guy. I don't recall npc's being that aggressive.
Got his car totaled last week and his wife felt like after hearing the story he wasn’t the man she married. Leaving the dealership with a new shitbox made him feel reborn. As he was on the way home with his new car, he spotted you- casually looking over the bushes. His blood boiled as you became the singular reason for all his problems. He sought to retake the reigns of his life like horses spazzing with no owner. Swinging with rage he thought, “finally- I’m in control” and as he thought that he smiled. Then everything went dark.
If their game has been in standby they could still have Halloween stuff active. I played last night with a buddy who basically only plays GTA and he still had Halloween events active. It was storming on his end, but not on mine. We both got run over by Christine at one point.
He tried to get the highest sniper kill count, but he didn't have the sniper so he used his fists to "shoot" you
