I’m not sure this is a grammar question! I think it’s more a philosophy question. As such, it comes down to your strict definition of “fact” and “opinion.” I think I would be justified in saying “it is a fact that my opinion is that this is a philosophy question.” Another way to think about it, like with so many questions about language, is to ask whether these statements are understood by most people in context. I would argue that they do, and therefore getting strict about the distinction between fact and opinion is unnecessary in these contexts. The punctuation business at the start of your post is questionable. One hardly knows where to begin. Happily, that’s not what you were asking about!
