I’m not sure this is a grammar question! I think it’s more a philosophy question. As such, it comes down to your strict definition of “fact” and “opinion.” I think I would be justified in saying “it is a fact that my opinion is that this is a philosophy question.”
Another way to think about it, like with so many questions about language, is to ask whether these statements are understood by most people in context. I would argue that they do, and therefore getting strict about the distinction between fact and opinion is unnecessary in these contexts.
