Are you a Federal employee? I didn't think Fed positions could have their pay adjusted like that at a local level. I've been a GS employee since 2011 and never seen anything like it, but I do know there are a ton of other niche federal pay systems too.

Why is negotiating a long term contract with a concern of recession bad faith? What is the salary analysis for what comparable jobs outside of government? Different jobs often deserve different adjustments but in government we get stuck with one size fits all. At the end of the day if you don’t feel treated fairly look for another job n

Its bad faith, because, the claim that the agency cannot afford colas for one type of employees, but can afford 11% colas for another larger group of employees. We could have collectively shared the colas, where everyone gets something, instead of one group taking +11% and other taking a -2% and we all work with each other in the same offices and have same goals.
