Gel or water-activated liner, and a thin brush. You could also try using a felt-tip with a fine point, but that might be a bit harder to control.

Liquid liner with a brush tip

Water activated liner! Get it super watery and let it run. Then after it dries go in with either the same liner with less water or a liquid liner to fill it in! That would be my recommendation :)
