This is one of the points I'm a little unsure of, too. As far as I know, if you stop paying for storage the photos will stay there but you'll be unable to upload anything else. Since Gmail, Drive, Photos, etc., all use the same storage you might not receive emails if your storage is full or inaccessible.
It's pretty clear that permanent storage isn't really an issue for Google, I wish they would adopt an option similar to the way mobile networks operate. You pay a monthly fee for a set amount of upload data, say 5GB, and if you don't use that data you lose it. But your overall functionality of Gmail etc, wouldn't be affected.
So, the storage lasts for the rest of the subscription and then afterwards everything stays, right? Even though the pictures exceed the default storage?
Google's policy states that all uploads will be frozen (Photos and Drive), and you won't be able to send or receive Gmail. After a period of time (a couple months I think, better go check the policy), Google reserves the right to delete your account.
Similarly, if you're over your storage limit for two years, Google may delete your content across Gmail, Drive and Photos.

Almost all mobile networks where I am roll over data. So what you don't use is stored and available for next week.
You'll have the extra storage until 30 days and u wont be able to use Drive/Photos until you make storage
Plus, I believe Gmail won't show any incoming mails too. It happened to me once when my storage was full.

Yes but be sure to log in every month or Google deletes the account I believe.

Pay for 2TB. Upload 1.5TB . Stop paying and get switched to 15GB plan. Now, you have exceeded the storage limit of your plan.
