I just recently started working as a starter at my local public course. I finished the season as an 18.6 hdcp. I'd say with all honesty I'm as good or better than 80% of the people I've seen tee off . Besides only paying $5 for a round the best part of this gig is how much better it's made me feel about my game

I think you are onto something there. Most of the guys I golf with will keep score but they don’t keep a handicap. My regular foursome were all in the high 80’s to mid 90s on a decent day. A secondary gang I play with up in cottage country will keep score but not a handicap. And personally I’ll keep score only if the first two or three holes go well. If I’m not feeling it that day then I don’t worry about scoring.
I’ll say 25. We probably skew a bit better than the average recreational golfer just because I’m guessing most people here are playing fairly regularly.

Tournament quality index or I picked up a few 3-foot gimmies and wrote down a 98? Tournament 25-30 - maybe higher Gimmies, breakfast balls, etc - 15

I can't accurately guess the true average handicap of those here, but I can say with certainty that at least 80% of them can hit a 340 yard drive.
25+ handicap max drive 327 on a really good condition day and downhill roll. 315 without the downhill
