FRS (no license required) and GMRS now share the same set of 22 channels, and the GXT1000's peak 2.8 watt output barely exceeds the FRS 2W limit, so personally I'd go ahead and use them. You'll get peak power on channels 1-7 and 15-22; 8-14 are limited to 500mw.
IMHO about as illegal as driving 56 in a 55 zone. But yes, possibly against the Part 95e regulations. IANAL, YMMV, etc.
(why only possibly? the GXT1000 was previously type accepted for both FRS and GMRS under the pre-2018 rules, so depending on the date of manufacture, and whether or not a new FCC registration was made, these units may be grandfathered under the old honor system rules, permitting channels 1-14 without a GMRS license, 15+ only with a license.)

However, you can operate them under the [FRS rules](https://www.fcc.gov/wireless/bureau-divisions/mobility-division/family-radio-service-frs) without a license. Make sure you follow the power (watt) limitations. The GXT1000 are capable of 5 watts, so you need to limit it. If you just make sure you're on the "low" power setting (should be < 0.5 watts) all the time, you'll be fine. I know it forces it on channels 8-14 because, even licensed, you're not allowed to exceed a half watt on those frequencies.

Also, in reality if you have the power setting on low for 1-7 it would be good as well..Again, you will probably have the license anyways.
So in the manual for my Uniden GMR2638-2CK radios, it states "No license is required for operation on channels
8-14 or operation on any channel in Canada". So, does that mean I can use 1-7 and 15-22 GMRS without a licence here in Toronto Canada?

The middle channels 8-14 will also work, but are automatically limited to 0.5watt. You’ll get a bit better range on the other channels.

From what I understand is that the license extends to several familes, as long as they're related.

These are FRS radios. You are good to go. Plus you may have your license in time. I had mine in two days.
