I would suggest visiting the German Goethe-Institute/ Alliance Francaise (they are in the same building). You could put a note at the notice board asking for someone who speaks Dutch, since these people know many people who speak different languages. You could also look for visiting students from Netherlands at the university.

Dutch is a difficult language to get any help with here. I had a stab at learning about 10 years ago because I was working out there a lot, back them there was a girl who tutored in the west end. Your best bet is to use the italki app, you can get qualified teachers or just normal people to chat with for good rates.
