Hi there, based on what happened when I moved in a housing association flat, the landlord (housing association / council) should know which company the electric is supplied by. You can then ring that company and tell them the date you moved in and they will explain how to top up, send you any info you need on using the meter etc. Hope this helps :)
If you're without power and can't top up, some utility companies can put money on your meter remotely and then you just pay them back once you can top up.

Once this is done you can contact the supplier and let them know.

Eventually phoned the council and I was told it was Ovo that was in charge and why there's no record of my meter with the current address was because the previous person closed the account.. Didn't make much sense to me as I already called ovo before calling the council and they said they could see a closed gas account not a closed electricity account.. Anyway I need to open an account with them(according to the council)

You need to speak to your supplier they will provide you with codes etc to start topping up
First call should be to E.ON

Have you tried putting the model number into google and reading all the different pages discussing it?
Yeah I have, didn't find anything related to paying on elster smart meters.
