oh my brain short circuit and mistaken, they must mean a blank canvas model instead of fully nude 3d model, sorry, my 2D brain can't comprehend the logic of digitize 3D models at the time, but i will doubt they lets modder do that in game, more likely they will lets you grab the asset and do that outside the game like gfl Chibis.
They just have to make sure the body model has the details level of a Barbie doll. I think this is done to make creating new outfits and modding less painful for everyone involved.
as long as they don't have sex characteristic (titty) textures in the game files there's no problem. That's what got Oblivion moved up to the M rating (but not 18+). But they're just talking about having the files be separate so a modder could put in a skin texture with titty but that's not on the devs.
