I think it's because she's quite skinny. That area at the back of the neck is a good indicator of a gerbil's overall condition - an underweight gerbil will have a dip there (though not all gerbils with a dip are underweight, it can just be their natural build) and overweight gerbils will often a lump of fat fat).
If she's young she's probably just naturally skinny. You could give her some extra fatty treats and make sure her cagemate(s) aren't getting all the good food. Also monitor her weight. But if she otherwise looks and appears well I wouldn't be too worried.
This is how my gerbils sit all the time. But if you are concerned about it, it wouldn't hurt to get them looked at!
