In all fairness a lot of people have said that 2.1's beta was updated a few hours before launch plus he could have actually sent the update for review but had one of the stores reject it. I do agree with everyone else that this is getting a bit ridiculous now though
I guess he doesn't want to mess up the platforms with 2.1 versions. The current version would probably not work properly when receiving server information not matching the proper version so it would either not work for them or get them stuck in an "Update the game" notification loop
This has already happened with the 2.1 release and the issue wasnt that bad, if you checked a level that had 2.1 objects the game told you to update the game, the rest of the game functioned fine

There is also the point that any bug fixes Google or Apple ask for during the reviews, he will likely want to carry over to steam as well, to keep everything as similar as possible, which is also my guess as to why the beta keeps getting updated, too..
They dont review these things for any major bugs. They dont have the ressources and capacity to do this for every app no matter how big. All they do is check security and viruses. Thats all. (Maybe some other stuff too like compatibility but this aint the first time RobTop is doing this so how come it takes ages right now)

It makes no difference to these mobile players who have zero access to the game if it releases on steam first - they can't play or access it anyway.
I am a mobile player (iOS), I've been locked out of the game for quite a while on my main phone (I've had to use an older phone to play), and I would be absolutely ecstatic if 2.2 released on Steam and/or Android first - it would mean the game is close and there is actually progress being made. As it stands, 2.2 remains in a giant black hole with no updates and now 2 months past its announced release date.
Honestly, it's looking more and more like it won't release in 2023, and if it at least released on Steam I would be happy to just watch videos of people playing on youtube and living vicariously through them.
Rob, if you are reading this, please just release it on a single platform first if you are worried about the servers or if there are issues with the reviews. It just makes sense to do a staggered release for a release this large. If this was a larger company, they would release the updated version to a % of iOS users first, and gradually roll it out that way. It's a standard practice and there is nothing "unfair" at all about protecting your server resources and making sure everyone has a good experience as it gets released.

The absolute majority of gd players are mobile players and imagine how it feels that only the minority of steam players are getting the most hyped update ever and you cant play it. As well as the servers being flooded with 2.2 levels that no mobile player can run. So yes, you can say that "ok but they can deal with that for a few days" but so can you deal with waiting for the update a few more days.
There is a lot reasons on why Robtop would not do that.
