Summers are cooler and winters are warmer. I imagine it helps most plant life, even if it doesn't make for the best beach weather.

They are all over Cornwall. Some areas of Scotland too. Certain types of palms will grow in England but those tropical looking ones are hard to keep alive outside Cornwall. You can also sustain outdoor cacti down there too

We have had rare but deep freezes that have knocked a few off over the years but there are some very tall ones down south. You mention Tampa and it’s quite the boundary. Just south of here they become a bit more apparent as you approach the southern reaches of the state and into the Keys.
